Increasing the housing stock at all levels is one of the most important issues in out state, which is why I worked within my caucus to develop three pillars for investing in affordable housing; building new housing, creating balanced rental protections, and helping families become new homeowners. Throughout my first term serving on the Development Committee, I have approached our housing crises through a pragmatic, data-driven lens, focused on expanding multi-family supply and finding commonsense solutions to the hurdles that keep private housing providers from building.
To address Ohio's housing supply shortage and high prices, I introduced HB 857, the Housing Recovery Act, to fix technical problems with the $100 million Revolving Rural Residential Loan program and repurpose it into a revolving housing loan program for communities all over Ohio. The funding of $100 million from HB 857 already exists, but the way this funding was written into the Operating Budget has made it inaccessible to Ohio communities, so not a single dollar from this fund has gone into building new single- and multi-family homes. This inaccessibility has occurred with other current OHFA run programs, and needs to be fixed. This loan program, if set up correctly, will spur the construction of up to 2,000 units of housing per year - via single-family homes, duplexes, and small multi-family units – supporting a critical housing supply for families, which will ultimately bring housing supply into better alignment with housing demand.
I am also interested in investing into our state rental registry program to make it more accessible and useful to rental property owners, with a focus on using the data from the registry to better understand where state investment is needed.
State policy should work in partnership with local government, developers, and others working in the housing space on supply-side solutions that support investment, build an understanding of local need, and plan for a future to sustain and maintain quality housing communities.
By bridging my social work experience with an understanding of development needs, I will continue learning about and advocating for policies that balance the human and economic needs of our communities around housing, whether it is related to rent stabilization, zoning, eviction, or tenant screening.
I am careful and thoughtful about my support for legislation, and will work to understand the broader impact of any housing legislation that comes up before me in committee or in the House.
